SmartWay Transport Partnership
SmartWay Transport is a voluntary partnership between various freight industry sectors and the EPA that
establishes incentives for fuel efficiency improvements and greenhouse gas emissions reductions.
By 2012, this initiative aims to reduce between 33 - 66 million metric tons of carbon dioxide (CO2)
emissions and up to 200,000 tons of nitrogen oxide (NOx) emissions per year. At the same time, the
initiative will result in fuel savings of up to 150 million barrels of oil annually. There are three
primary components of the program: creating partnerships, reducing all unnecessary engine idling, and
increasing the efficiency and use of rail and intermodal operations.
On Road
The Air Resources Board (ARB) staff is developing a regulation to reduce diesel particulate matter (PM)
and other emissions from in-use heavy-duty diesel powered vehicles. A proposed regulation is planned
to be presented to the Air Resources Board in mid-2008. The proposed regulation would apply to diesel
shuttle buses and vehicles greater than 14,000 pounds Gross Vehicle Weight Rating (GVWR) and doesn't
include pickups.
Off Road
The EPA is proposing a comprehensive national program to reduce emissions from nonroad diesel engines
by treating engine controls and reduced sulfur fuel as a system to gain the greatest emission
reductions. The proposed emission standards would apply to diesel engines used in most kinds of
construction, agricultural, and industrial equipment. Because the emission control devices can
be damaged by sulfur, EPA is also proposing to reduce the allowable level of sulfur in nonroad
diesel fuel by more than 99 percent.
School Busses
Clean School Bus USA
Clean School Bus USA is a public-private environmental partnership that seeks to reduce children's
exposure to air pollution from diesel school buses. The program emphasizes three ways to reduce public
school bus emissions through anti-idling strategies, engine retrofit and clean fuels as well as bus
replacement. The goal of Clean School Bus USA is to reduce both children's exposure to diesel exhaust
and the amount of air pollution created by diesel school buses.
Public Fleet/Utility
The Rule for On-Road Heavy-Duty Diesel-Fueled Public and Utility Fleets is one of the Air Resource
Board’s (ARB) efforts to reduce both criteria pollutant emissions and exposure to toxic air contaminants.
The rule mandates Public Agency and utility vehicle owners reduce diesel PM emissions from their affected
vehicles through the application of Best Available Current Technology (BACT) on these vehicles.
